Is this version of Skate 3 made by the publisher?
No — skate. 3 — Fan Game is an unofficial fan project. We don't host any game files and don't endorse it. Whether a specific community build is lawful where you live isn't something we can rule on for you — check what the rights holder says about fan projects in your country.
Do I need to download or install anything?
The point of a browser version is that you don't. If a page asks you to install a browser extension, a launcher or a game client to play something that claims to be in-browser, close the tab and find another link.
